Men’s size 23 in this style doesn’t fit an 11 year old

I ordered many sizes from the Speedo range in size 22 and 23 for my 11 year old son. He is the usual build of an 11 year old swimmer not too big and not too small however the men’s 22s and 23s would not allow the waist section of the jammers to stretch enough to get passed his knees and up his thighs. I thought he was having me on so I tried to help but it was impossible.
